The 16-year-old boy turned himself in Wednesday after he was identified on a surveillance video. 

This comes as she has demanded a quick trial to resolve this matter before her next election.

Police believe the shooter or shooters came out of the woods nearby the crime scene and fired "indiscriminately" before running off into the woods.

Police said the children were playing outside at the time of the shooting.

Supporters said the bill is about transparency and accountability. But opponents said transparency is already built into the system. 

Police said these three teenagers are not the first to get shot on that stretch of Gelston Drive.

It happened outside the New Hanover Mart in south Baltimore at around 5:30 Monday evening. 

Police said the shooting happened just after 7:30 p.m. on Saturday on the 100 block Obery Court. They said they were originally called to the area for a possible home invasion. 

The shooting happened in a parking lot at around 3 p.m. after school let out.
