A vaccine passport proves that you've tested negative for COVID-19 or have been vaccinated. 

He was vaccinated in March, but tested positive Monday morning according to his office.

It all happened in broad daylight at around 2:30 p.m. on the 2100 block of West Lexington Street Wednesday. 

The state no longer requires masks inside and outside for fully vaccinated people, but Mayor Brandon Scott said not enough people are vaccinated to drop the mask mandate. 

In a statement, Mayor Brandon Scott praised the decision saying it was "fundamentally about the health and safety of Baltimoreans.”

During a Tuesday press conference, he said restrictions and resident actions have slowed the spread of COVID-19 in the city.
