This comes after Baltimore City police discovered an ATM graveyard in west Baltimore. A total of 11 machines were there, all gutted. 

The events unfolded near Towson University, prompting the school to issue a shelter-in-place order for students and staff. 

Baltimore County Police Department has acknowledged the increase, attributing part of it to mental health issues or domestic disputes.

Authorities said the children would have referred to Biedenkapp as "Mr. Eddie."

He is now at the Baltimore County Detention Center and is being held without bail.

The state of emergency allows the county executive to mandate masks and add other restrictions. 

There is no word on their conditions at this time.
