According to the Department of Public Works, there's an estimated 10,000 tons of waste illegally dumped each year.
Gov. Larry Hogan has condemned the attack, saying he was outraged to learn about it.
Scott is the current president of the Baltimore City Council.
It happened on the 1700 block of Ramsey Street after 9 p.m.
