The shooting happened at around 2 a.m. on West Susquehanna Avenue. Officers found Ikemefuna Eguh dead at the scene from at least one gunshot wound.
The school said there was no threat to the campus at any time.
He is now at the Baltimore County Detention Center and is being held without bail.
According to the university, one of the victims is a student. All three victims are in stable condition. One is out of the hospital.
The University will refund students for room, board and parking, but tuition and fees will remain the same.
