The American Civil Liberties Union is accusing the Baltimore City Police Department of using invasive surveillance technology to tap into cell phones. The ACLU says tapping into residents’ cell phones is a violation of the Fourth Amendment which protects people from unreasonable searches by the government.

The ACLU alleges:

“Stingray” is a small portable device that mimics a cell phone tower, forcing all cell phones within range to connect, allowing access to cell records, text messages and even the precise location.
