Baltimore Ranked 22nd Most Affordable City for Homebuyers in 2025

Baltimore has landed at No. 22 on WalletHub’s 2025 list of the most affordable cities for homebuyers.
The rankings consider key factors such as home prices, maintenance expenses, tax rates, and vacancy levels. According to the report, Baltimore offers a wide selection of homes and a cost of living that’s roughly average compared to other U.S. cities. Notably, the study also highlights that buying in Baltimore City is generally more affordable than renting.
Still, experts caution that affordability comes with trade-offs.
“The downside is that Maryland is a high-tax, high-regulation state,” said WalletHub analyst Chip Lupo. “Before signing any closing documents, make sure you understand the full picture.”
How Much Does It Cost to Live in Baltimore?
A 2024 study by SmartAsset found that a single adult needs to earn nearly $90,000 a year, or about $40.86 per hour, to live comfortably in Baltimore.
For a family of four with two working parents, that figure jumps to approximately $218,733 annually.
Maryland Rents Remain High
Renting continues to be a costly option across Maryland. A 2024 “Out of Reach” report ranks the state among the most difficult places to find affordable rental housing.
To comfortably afford a two-bedroom apartment in Maryland, renters would need to earn about $37 an hour, without exceeding the 30% income-to-housing cost threshold.
Fair Market Rent in Maryland is estimated at $1,909 for a two-bedroom unit and $1,608 for a one-bedroom. That translates to a required household income of at least $76,345 per year to stay within recommended spending limits.
Baltimore, along with Columbia and Towson, ranks just behind D.C., Arlington, and Alexandria as one of the most expensive rental markets in the region.
