 Officials predict the costs of reforming the Baltimore Police Department department will be steep.

“While we understand Baltimore doesn’t have a blank check, in order for those reforms to happen there has to be a commitment to the dollars,” said Mayor Stephanie Rawlings-Blake on Wednesday.

Her remarks came after the U.S. Justice Department announced the results of its investigation into BPD, which she had requested after Freddie Gray’s death and the subsequent riots in April 2015.

During a news conference, Rawlings-Blake said she anticipates the city could pay between $5 and $10 million per year for reforms.
