Michael S. Harrison is Baltimore City’s newest police commissioner and he’s bringing his experience running officers in New Orleans to the position.
It’s especially evident in the way he crafted Baltimore city’s consent decree. A consent decree is an agreement or settlement that resolves a dispute between two parties without admission of guilt in a criminal case or liability in a civil case.
