After debating for months over the city budget, cuts have been made minus large layoffs or deep service cuts. But analysts warn that such charges are a warning of tougher impact on income taxes.

The budget is not perfect. $50 million will come from the rainy day fund – the first time that money has been tapped. On Thursday 50 city workers will lose their jobs however.
