A man is in critical condition, and a Baltimore police officer is recovering after a shooting Tuesday evening in the city’s Upton neighborhood. The incident quickly escalated into a chaotic scene as bystanders clashed with law enforcement.

According to Baltimore Police Commissioner Richard Worley, officers patrolling near Pennsylvania Avenue and Laurens Street around 7 p.m. approached a man they believed was armed. The man fled on foot, prompting a chase. During the pursuit, he allegedly fired at officers, striking one in the foot.

Three officers returned fire, critically wounding the man, who has not yet been identified. He was transported to a hospital, and the injured officer is currently listed in fair condition.

Worley stated that officers attempted to administer medical aid to the suspect but were hindered by a crowd of concerned residents who followed the chase.

“The crowd actually interfered with our ability to give the victim aid. They basically swamped and swarmed our officers,” Worley said. “Officers from across the city had to be dispatched to de-escalate the disturbance and allow emergency services to transport the suspect.”

The Maryland Attorney General’s Independent Investigations Division is now reviewing the incident.

Following the shooting, a police helicopter hovered above the area and more than a dozen police cruisers lined Pennsylvania Avenue. Officers redirected traffic near West McMechen Street as large crowds gathered, many recording the scene with their phones and voicing frustration over what they viewed as police brutality. Some moved northward, confronting officers nearby.

From above, the police helicopter broadcasted: “Please disperse the area immediately.”

Later that night, around 10 p.m., officers responded to a separate shooting in the 1900 block of East Lafayette Avenue. There, police found a man with multiple gunshot wounds. He was taken to the hospital and later pronounced dead.
