Maryland State Police troopers have identified the pedestrian struck on the inner loop of 695 near I-95. Alvarino Vigil, 41, of Rosedale was struck by a Mitsubishi Eclipse merging onto I-695 from southbound I-95 and was pronounced dead at the scene. The driver was taken to Franklin Square Hospital for treatment and minor injuries. It was not clear why the man was walking on the interstate.
