Howard County ROTC instructor Charles Ray Moore, 51, has been arrested for having sex with a student inside Columbia’s Atholton High School. He has been charged with sexual child abuse and sexual abuse of a minor by a person in a position of authority and was released on $7,500 bond.
The investigation began at the request of the 17-year-old victim’s mother. It was found that a relationship had developed and the two were communicating via text messages and Facebook. Charging documents indicate that the two even had sex in a classroom two days back to back. The victim also recounted the instructor’s request to get a hotel room before graduation.
The legal age of consent in Maryland is 16 however it is illegal for the teacher to engage in sexual acts with the girl in his classroom. The police are asking any others who have been affected to come forward as well.
