At Baltimore City Hall there was a fight over water bills that played out on Thursday night.
Water customers told council members the systems billing system is broken.
“I have a $5,000 water bill now and I refuse to give [Department of Public Works] my money because it’s like I’m paying someone to rob me,” said Baltimore City resident Kimberly Armstrong.
